Most societies limit violence by political manipulation of the economy to create privileged interests. Privileges limit the use of violence by powerful individuals, but hinder both economic and political development of such natural states . In contrast, modern societies are characterized by open access to economic and political organizations, thereby fostering political and economic competition (democracy and markets) and general development.
