A Contribution to Bremen's Public Law.]Published in German. Wolfgang Löwer's study deals with the prerequisites for permission to do animal testing in regard to fundamental and medical research. He examines the interpretation of the relevant regulations in the federal animal protection law. Why does the law not stipulate that a permit for animal testing is to be granted if the requirements for this have been satisfied instead of stipulating that a permit is to be granted if the requirements have been expounded? Is the financier of the universities, i.e. the federal state, allowed to influence the university researcher's choice of subjects and methods by refusing to grant subsidies? The author also questions whether or not it is possible to establish legal action taken by an association in the animal protection law on the basis of federal state laws. In conclusion, he deals with specific parts of the parliamentary system in Bremen.
